DNV GL -Management of Change/Risk Assessment

How do we make sure that our shore and shipboard operations are carried out without compromising safety? Shipping is a dynamic and change is almost the norm. From the shore management decisions to the ship’s operational necessities dealing with hazardous tasks and new circumstances, necessitates to manage change effectively, without dramatically increasing the risk to safety or environmental impact of ship operations, as well as the need to maintain business performance. A management of change process should be included in any mature safety management system. In particular, it is considered best practice in tanker operations as set out in the Tanker Management Self-Assessment (TMSA) guidelines.

Aim:
This course aims to provide the tools and methodologies to manage changes and risks. Instead of reacting on incidents, risk should be identified and analyzed in order to evaluate if the existing safeguards are adequate. Starting with identifying the change or task which needs to be carried out, we examine how inherent hazards can be identified and their risk is evaluated and managed. Risk Assessment is solid basis on which the safeguards should be built. Reference is made to the recent OCIMF initiative where Risk Assessment plays a vital role.

To be able to manage changes and carry out Risk Assessment in accordance with the professional standards:
· Change & Risk Identification techniques & methods
· Risk Evaluation
· Safeguard Evaluation
· Risk Analysis with HAZOP, SWIFT
· Regarding operational, individual and technical risk
· Regarding Safety & Security Identification of the areas, where the SMS needs to be improved.

· Requirements to the ISM/ISPS Codes and TMSA related to Risk Assessment and Management of Change.
· Identification of changes
· Risk identification techniques for operation, technical systems and emergency situations.

· Risk management principles
· Risk evaluation
· Steps to carry out the assessment

Who should attend:
· Shore-based personnel involved in the establishment and continuous improvement of the Company’s Safety Security Management System.
· Senior Shipboard Management, as appropriate.
